 TARAWOOD Special Dependent Taxing District NO. 32

MEETING MINUTES 

December 10th, 2024 – 3103 Tarabrook Dr, Tampa, FL 33618

Trustee Morgado called the regular meeting of the TSDTD to order at 7:30 P.M.  Trustees attending included: Bob Terri, Daniel Cinquegrano, James Osborne, Jim Carey, and James Plunkett.  A quorum was obtained.  No property owners were in attendance.

SECRETARY’S REPORT: 

Trustee Osborne read the meeting minutes from November 12th, 2024.  A motion was made by Trustee Cinquegrano to accept the minutes.  Trustee Terri seconded. 

TREASURER’S REPORT:

Our account balance as of 10/31/2024 was $1,216.59, with an ending balance of $558.36 as of 11/29/2024.

The following bills have been accrued since the last meeting and are presented for payment:

  • $58.01 TECO bill as of November statement
  • $200.00 for annual post office box payment
  • $260.50 Reimbursement to Trustee Osborne for placing of legal AD in TBT for FY25 regularly scheduled meeting place
  • $475.00 Landscape Maintenance for November 2024, Big League Lawn Service- Was there an issue with this payment?
  • $697 to Sutton for Street Sweeping to clear up payment from the sweeping after the hurricane
  • $15 account fee to Chase Bank, due to account balance going under $2,000 the last few months.  Given the projects completed towards the end of the year, and delay in receipt of new FY assessments, balance has gone lower (though is over $11,000 as of the date of this meeting).  Board to make all efforts to not have this happen in the future as it was unaware of the minimum balance requirement.

Trustee Cinquegrano made a motion to approve the above payments, seconded by Trustee Terri.  The board unanimously approves. 

OLD BUSINESS:

Trustee Terri makes a motion to keep the FY25 regularly scheduled monthly meetings as the 2nd Tuesday of the month at 7:30pm at the garage/driveway of 3103 Tarabrook Dr, Tampa, FL 33618.  Trustee Carey seconds.  Trustee Osborne to place an AD in the TBT to advertise for this.

Trustee Plunkett discussed the need for improved lighting in the neighborhood, with the recent hurricanes knocking a few street lamps/poles down and the long standing dark patches in some areas.  Solar street lights was posed as an option, either cemented into the ground via pole or perhaps attached to the existing trees.  Trustee Terri proposed asking TECO to audit/assess the neighborhood first and see if they will update our existing lighting infrastructure.  Trustee Plunkett to contact TECO to inquire about an energy audit as a first course of action. 

Trustee Terri to contact his subcontractor friend Alan B. regarding re-installation of a few street/stop signs around the neighborhood as a result of the hurricane season.  Quote for repair work to be provided at next monthly meeting.

The board discussed the upcoming fiscal year projects, in particular, the continued work on the entranceways.  Next steps will begin upon receipt of annual assessment funding from the County anticipated in Dec./Jan.  

New Trustees/Renewals/Changes

Incumbent Trustees Stoney Morgado, whose term is up in September 2024, desires to remain on the board.  Trustee Osborne makes motion to reappoint trustee Morgado to a new term, ending September 2028.  Seconded by Trustee Terri.  

Trustee Golson, whose term was up in September 2024, has voiced his desire to resign from the board.  Seconded by Trustee Osborne.

Trustee Plunkett, who was appointed as new Trustee in the September 2024 meeting, will also have his term ending September 2028.

Trustee Carey makes motion to retain/elect the following Officer positions into the FY25 period:

  • Trustee Morgado- President
  • Trustee Terri- Vice President
  • Trustee Cinquegrano- Treasurer
  • Trustee Osborne- Secretary

Trustee Cinquegrano seconds the motion.

NEW BUSINESS:

Trustee Plunkett submitted a request to TECO thru their website to have an energy audit performed on the neighborhood lighting infrastructure to see if improvements could be made on some dark patches. He got an email saying they would contact us, but have not received any contact since.  There was one light pole that has been fixed since by the County, perhaps coincidentally.  As a new course of action, Trustee Plunkett to contact County RE a specific lighting issue: a pole that has a bulb out on Taragrove Dr. 

Trustee Osborne to confirm completion of AFR24 with our CPA, which should have been completed by now or nearing completion.  To send to County and enter into online system once received.

Trustee Cinquegrano discussed the next steps for the entranceway project.  Now that the repainting of the signage/walls and conduit for electric and irrigation is complete, we can begin the next phase.  Next phase includes shoring up the electricity for the lighting to the entryways, to assess and repair the existing electric system.  Trustee Cinquegrano to request quotes from a few electricians before the next monthly meeting.  The end goal to have working lights on a timer system for the entrances at night, as well as to have adequate outlets for additional usage such as holiday decorative lighting purposes. 

Trustee Terri to inquire with the County regarding the downed street signage at Rhett Ct./Taragrove Dr. as well as others, as a result of the recent hurricanes.  New signs will have to be ordered as they have gone missing (were resting on the ground until recently).

A motion was made by Trustee Osborne to approve all new business items.  Trustee Terri seconded.  The board unanimously approves. 

A motion was made to adjourn by Trustee Osborne and seconded by Trustee Terri.  The meeting was adjourned at 8:37 pm.
