TARAWOOD Special Dependent Taxing District NO. 32

MEETING MINUTES 

April 8th, 2025 – 3103 Tarabrook Dr, Tampa, FL 33618

Trustee Osborne called the regular meeting of the TSDTD to order at 7:40 P.M.  Trustees attending included: Bob Terri, James Osborne, Daniel Cinquegrano, Jim Carey, and James Plunkett.  A quorum was obtained.  Property owner Ben Golson was in attendance and provided no comment.  

SECRETARY’S REPORT: 

Trustee Osborne read the meeting minutes from March 11th, 2025.  A motion was made by Trustee Plunkett to accept the minutes.  Trustee Terri seconded. 

TREASURER’S REPORT:

Our account balance as of 2/28/2025 was $13,556.51 with an ending balance of $12,681.51  as of 3/31/2025.

The following bills have been accrued since the last meeting and are presented for payment:

  • No TECO balance due as we had a credit with TECO
  • $475 Big League Lawn Service (April)
  • $400 to Brown and Brown insurance for the re-up of Public Official Bonds ($300 with $100 overpayment and due to be refunded)

Trustee Cinquegrano made a motion to approve the above payments, seconded by Trustee Terri.  The board unanimously approves. 

OLD BUSINESS:

Trustee Cinquegrano confirmed the electrical work to the entrances was performed successfully by Hawkins Service Co.  The main breaker panel was replaced, the broken conduit and junction boxes were fixed and brought up to code.  The outlets at each entrance are now working, and all signs are now illuminated with brand new light fixtures.  

Trustee Plunkett presented an update on the solar lighting project, which the board was considering to illuminate the dark spots in a few parts of the neighborhood.  A few options were considered, with the option recommended being $49.99 for each light.   These would be mounted onto trees that need the lighting.  Property owners will be contacted beforehand for consent of any light installations.   Trustee Plunkett/Terri to speak to a neighbor as a test case between now and the next meeting.  

Trustee Terri stated that street sweeping will resume monthly, starting on Wednesday of this month and proceeding monthly thereafter, or until the board desires to pause service, as budgeted for.

Trustee Terri discussed that Mark Cowhart of Big League was unable to provide a bid for a new drip irrigation system and new plantings at the entrances as the water pump wasn’t working which prevented a full assessment.  Trustee Cinquegrano to contact Hawkins Service Co. to ensure work was completed appropriately and that pump is working or to remedy.  Once this is done, Big League will be contacted again to provide bid. 

NEW BUSINESS:

Trustee Osborne has arranged for the Public Official Bonds for Officers thru Brown & Brown insurance.  The Bonds were obtained and sent to the County. 

Trustee Cinquegrano had Hawkins Service Co. back to the community to diagnose the water pump and why it wouldn’t turn on.  They found the electrical to be in a state of disrepair.  A bid was received for $1,557 for the replacing of pipework and wiring going to the well pump and a junction box with post, as well as replacing the relay inside the sprinkler box to meter.  Trustee Cinquegrano makes motion to approve bid.  Seconded by trustee Osborne. 

Trustee Terri received notification from lawn service provider Big League that monthly common ground maintenance will increase by $50/month starting on May 1st.  

Trustee Terri presented a bid from Big League Lawn Service for landscaping of the entranceways, for $6,729 as well as drip irrigation repair work of $2,500.  Looking at funds remaining in the bank account and budgeted projects for the remainder of the year, we will have about $5,100 in total for the irrigation repair and the landscaping.  Trustee Cinquegrano discussed making sure we leave a buffer of funds for the remainder of the year.  An amount of $4,000 for the project was discussed for irrigation work and a first phase of plantings, with remainder of plantings to be completed in the next FY.  Trustee Terri to contact Big League to see what they can do with a budget of $4,000.  Trustee Cinquegrano makes motion to pre-approve an amount of $4,000 for this work. Seconded by trustee Terri. 

Trustee Plunkett mapped out the neighborhood for all the street lights for the board to continue to assess which lights/areas need more visibility.   Those that need more lighting will be marked and discussed at future meetings.

A motion was made by Trustee Osborne to approve all new business items.  Trustee Terri seconded.  The board unanimously approves. 

A motion was made to adjourn by Trustee Osborne and seconded by Trustee Terri.  The meeting was adjourned at 8:25 pm.
