 TARAWOOD Special Dependent Taxing District NO. 32

MEETING MINUTES 

August 12th, 2025 – 3103 Tarabrook Dr, Tampa, FL 33618

Trustee Osborne called the regular meeting of the TSDTD to order at 7:39 P.M.  Trustees attending included: Bob Terri, Daniel Cinquegrano, Jim Carey, James Plunkett a quorum was obtained.  There were no property owners in attendance, so no public comment was made.

SECRETARY’S REPORT: 

Trustee Osborne read the meeting minutes from July 8th, 2025.  A motion was made by Trustee Cinquegrano to accept the minutes.  Trustee Terri seconded. 

TREASURER’S REPORT:

Our account balance as of 6/30/2025 was $7,441.12 with an ending balance of $6,916.12 as of 7/31/2025.

The following bills have been accrued since the last meeting and are presented for payment:

  • $525.00 Big League Lawn Service

Trustee Cinquegrano made a motion to approve the above payments, seconded by Trustee Terri.  The board unanimously approves. 

OLD BUSINESS:

Regarding the decapitated trees brought up my property owner Mclemore, the board discussed the issue and determined Trustee Plunkett will inquire with Ken Hagan’s office on what the next step is, total removal or replacement.

Trustee Terri confirmed that Big League has turned off the irrigation system, as a temporary measure to stop additional water stains on signage as discussed in prior meeting.  He also called CertiPro to ask about the stains and it was recommended to pressure wash them with Dawn soap.  It was discussed that the board’s subcontractor contact, Allen B., would likely be engaged for this work.  

Trustee Terri confirmed Allen B. has returned from vacation and will contact him regarding the street sign fix at the corner of Taragrove/Rhett as well as the pressure washing work.  To be performed as separate projects.  Work to be bid on by the board at next monthly meeting.

Trustee Terri contacted Bay to Bay (pond maintenance) and as discussed in prior meeting, they will perform a final treatment of the pond.  After final treatment by Bay to Bay, board to discuss moving this maintenance work to A&B Aquatics.  

Trustee Plunkett tested a solar light on a tree but it wasn’t getting enough sun.  To try another location and report back to board on results.

NEW BUSINESS:

Trustee Osborne updated the board that the FY26 budget package was sent to the County for review and confirmed receipt.  No further comment was provided by the County at this time.

The board discussed swapping out spray irrigation for drip irrigation to mitigate wall staining at the entrances.  This work would be performed in the new fiscal year, after any wall cleaning/repainting is performed.  The board would still like to get a remedy for the walls stains from the well water, whether our subcontractor contact Alan B. can do it or some other soft wash company.  This will be discussed and bid upon at future meetings.

Trustee Osborne makes motion to file an unaudited financial statement for the FY25 period, as allowable per the County, and to send a notification letter to the property owners (by Sept. 30th).  Trustee Cinquegrano Seconds.  Trustee Osborne will send a letter to property owners.  There was some discussion regarding adding a notice regarding the 1 board vacancy into the letter as well.

A motion was made by Trustee Osborne to approve all new business items.  Trustee Terri seconded.  The board unanimously approves. 

A motion was made to adjourn by Trustee Osborne and seconded by Trustee Terri.  The meeting was adjourned at 8:00pm.
