TARAWOOD Special Dependent Taxing District NO. 32
MEETING MINUTES
October 14th, 2025 – 3103 Tarabrook Dr, Tampa, FL 33618
Trustee Osborne called the regular meeting of the TSDTD to order at 7:35 P.M. Trustees attending included: Bob Terri, James Plunkett, James Osborne, Jim Carey, and Daniel Cinquegrano. A quorum was obtained. There were no property owners in attendance, so no public comment was made.
SECRETARY’S REPORT:
Trustee Osborne read the meeting minutes from September 9th, 2025. A motion was made by Trustee Osborne to accept the minutes. Trustee Cinquegrano seconded.
TREASURER’S REPORT:
Our account balance as of 8/30/2025 was $6,351.08 with an ending balance of $5,672.53 as of 9/30/2025.
The following bills have been accrued since the last meeting and are presented for payment:
- $44.28 TECO (Sept.)
- $42.70 TECO (Oct)
- $525.00 Big League lawn service
- $66.57 GoDaddy website domain renewal (3 year renewal)
Trustee Osborne made a motion to approve the above payments, seconded by Trustee Terri. The board unanimously approves.
OLD BUSINESS:
Trustee Terri commented that he had Alan come out to look at the entrance walls for cleaning. He noted there was no public water hookup, so would have to ask neighbors for permission at each side of the street to get the job done for pressure washing. Instead, it was discussed that the board would hire a company that has a water truck and could do the job on its own, such as CertaPro that we have used in the past. Trustee Terri proposes to call CertaPro to provide bid to clean walls. Bid to be presented at next monthly meeting.
The board discussed the need for a bid to replace the spray heads with drip irrigation at the entrances to avoid future wall staining, as the well water has caused stains. Current lawn service vendor Big League could potentially do both the irrigation work and the new plantings. Trustee Terri to call Big League and request a proposal for the work for presentation at next monthly meeting.
Trustee Plunkett discussed that he continues to troubleshoot and consider the potential for solar lights in the neighborhood.
NEW BUSINESS:
Trustee Terri presented the following quotes for project work for the board to discuss:
- $1,250 for drip irrigation work at entrances to replace existing sprinkler heads (Big League)
- $1,650 Pressure wash of entryway walls (CertaPro Painters)
The board discussed the bids and decided they were acceptable. Awaiting on bid on replanting at entrances. It was discussed that it would be best to approve the drip irrigation work alongside the bid to re-do the plantings so the irrigation coverage matches what is planted. Also that it would be best to schedule the wall cleaning prior to that work.
Trustee Cinquegrano makes motion to approve the bid for pressure washing of entryway walls for $1,650. Seconded by Trustee Osborne.
Trustee Osborne updated the board that the CPA has the necessary documentation and has begun work on the AFR25 report.

A motion was made by Trustee Osborne to approve all new business items. Trustee Cinquegrano seconded. The board unanimously approves.
A motion was made to adjourn by Trustee Osborne and seconded by Trustee Cinquegrano. The meeting was adjourned at 7:55pm.
