MEETING MINUTES
May 13th, 2025 – 3103 Tarabrook Dr, Tampa, FL 33618
Trustee Osborne called the regular meeting of the TSDTD to order at 7:41 P.M. Trustees attending included: Bob Terri, James Osborne, Daniel Cinquegrano, Jim Carey, and Stoney Morgado. A quorum was obtained. Property owner Zoe Edgington was in attendance. She made comment regarding the irrigation which seems to be running most days and too late in the morning. Board to adjust the water days and timing as needed. Also commented upon the vines which are overhanging on the wall along Lake Magdalene Blvd., and if there was anything we could do to trim off the dead portions. The board discussed adding this cleanup to our common area lawn service in a future period. Also discussed was the dog droppings on the Lake Mag thoroughfare and if perhaps some signage could be erected in regards to this.
SECRETARY’S REPORT:
Trustee Osborne read the meeting minutes from April 8th, 2025. A motion was made by Trustee Plunkett to accept the minutes. Trustee Terri seconded.
TREASURER’S REPORT:
Our account balance as of 3/31/2025 was $12,681.51 with an ending balance of $8,128.94 as of 4/30/2025.
The following bills have been accrued since the last meeting and are presented for payment:
- $22.20 TECO April
- $697 Sutton Street Sweeping
- $525 Big League Lawn Service
- $1,557 Hawkins Service Co. for well pump restoration
- $2,500 Big League Lawn Service for irrigation work
Trustee Cinquegrano made a motion to approve the above payments, seconded by Trustee Terri. The board unanimously approves.
OLD BUSINESS:
Trustee Osborne has arranged for the Public Official Bonds for Officers thru Brown & Brown insurance. The Bonds were obtained and sent to the County.
Trustee Cinquegrano had Hawkins Service Co. back to the community to diagnose the water pump and why it wouldn’t turn on. They found the electrical to be in a state of disrepair. A bid was received for $1,557 for the replacing of pipework and wiring going to the well pump and a junction box with post, as well as replacing the relay inside the sprinkler box to meter. Trustee Cinquegrano makes motion to approve bid. Seconded by trustee Osborne.
Trustee Terri received notification from lawn service provider Big League that monthly common ground maintenance will increase by $50/month starting on May 1st.
Trustee Terri presented a bid from Big League Lawn Service for landscaping of the entranceways, for $6,729 as well as drip irrigation repair work of $2,500. Looking at funds remaining in the bank account and budgeted projects for the remainder of the year, we will have about $5,100 in total for the irrigation repair and the landscaping. Trustee Cinquegrano discussed making sure we leave a buffer of funds for the remainder of the year. An amount of $4,000 for the project was discussed for irrigation work and a first phase of plantings, with remainder of plantings to be completed in the next FY. Trustee Terri to contact Big League to see what they can do with a budget of $4,000. Trustee Cinquegrano makes motion to pre-approve an amount of $4,000 for this work. Seconded by trustee Terri.
Trustee Plunkett mapped out the neighborhood for all the street lights for the board to continue to assess which lights/areas need more visibility. Those that need more lighting will be marked and discussed at future meetings.
NEW BUSINESS:
Trustee Terri engaged Big League to start the final drip irrigation work ($2,500) and to see what they could do for the remainder of the budgeted funding approved ($1,500) for an initial planting foundation to be installed (as pre-approved last month). Big League performed the irrigation repair work as planned, but said they couldn’t perform adequate plant work for $1,500. The board discussed moving the re-planting work to the following FY as funds have run out to complete the project this FY.
Trustee Cinquegrano re-engaged Hawkins Service Co. after it was found the signage lighting at the Ehrlich entrance (West side) was not working. Hawkins came back out and found a defective light, which they replaced under warranty, as a faulty seal was found which led to water intrusion. There should be no problem going forward with the sprinklers directly spraying on the lights.
Trustee Cinquegrano provided update that Hawkins Service Co. completed the repairs to the well pump for restoration of electricity and that $1,557 was paid. The well pump is now receiving power and appears to be working normally.
Property owner Zoe Edgington sent an email to the board that the County came out on 4/30/25 and added a cheap metal sign post at the corner of Taragrove and Rhett Ct. (SE corner) and mounted the street signs to the post, as opposed to the existing black post with the stop sign. Zoe commented the post looks out of place in the neighborhood because it does not match any of the other street sign posts in the neighborhood. It was requested the County be contacted again to remove what was put up and replace onto the existing post. The board discussed that it may be easier to do it ourselves and by using our subcontractor Alan B. who has performed signage work for the community before. Trustee Terri makes motion to contact Alan to swap the signage onto the existing post and to remove the newly installed post, pre-approved for an amount up to $400. Seconded by Trustee Cinquegrano.
Trustee Osborne makes motion to schedule the public budget meeting to take place at 8pm immediately following the June 10th regularly scheduled meeting. Trustee Osborne to place AD in TBT to advertise the upcoming budget meeting. Trustee Cinquegrano seconds.
Trustee Terri to contact Big League and dial back the watering to once a week and reprogram timer to be off before 8am or so, as the current watering schedule appears to be watering close to 9am.

A motion was made by Trustee Osborne to approve all new business items. Trustee Terri seconded. The board unanimously approves.
A motion was made to adjourn by Trustee Osborne and seconded by Trustee Terri. The meeting was adjourned at 8:35 pm.
