TARAWOOD Special Dependent Taxing District NO. 32
MEETING MINUTES
February 10th, 2026 – 3103 Tarabrook Dr, Tampa, FL 33618
Trustee Osborne called the regular meeting of the TSDTD to order at 7:40 P.M. Trustees attending included: Stoney Morgado, Bob Terri, James Plunkett, James Osborne, Daniel Cinquegrano, and Jim Carey. A quorum was obtained. There were no property owners in attendance, so no public comment was made.
SECRETARY’S REPORT:
Trustee Osborne read the meeting minutes from January 13th, 2025. A motion was made by Trustee Osborne to accept the minutes. Trustee Terri seconded.
TREASURER’S REPORT:
Our account balance as of 1/1/2025 was $25,286.71 with an ending balance of $24,712.14 as of 1/30/2025.
The following bills have been accrued since the last meeting and are presented for payment:
- $525.00 Big League lawn service (Feb Invoice)
- $47.65 (TECO)
Trustee Cinequegrano made a motion to approve the above payments, seconded by Trustee Osborne. The board unanimously approves.
OLD BUSINESS:
Trustee Osborne updated the board that the AFR for FY 25 was completed by our CPA and a copy mailed to the County directly. It has been picked up with invoice due of $925.
Trustee Terri updated that Big League has changed out the sprinkler heads at the entryways to 180 degree sprays. We are now awaiting an invoice. Trustee Osborne recommended a test of the system and walk thru to see if the sprinklers are performing properly so as to minimize overspray of water on the walls. If not acceptable, further work will be requested.
Trustee Terri informed the board that Certapro has been non-responsive for the entranceway painting project. Trustee Terri to try to reach out and contact one more time and if unsuccessful, the board will seek new bids from other contractors.
Trustee Carey discussed trimming of the Robellini trees at the Lake Mag entrance (south side). It has become a hazard with pulling out of the neighborhood with visibility of seeing oncoming cars. It was discussed to send a picture to Big League to trim them on next monthly service.
NEW BUSINESS:
Trustee Terri updated that CertaPro was responsive and will be coming sometime this week (likely Thursday) to powerwash the walls. Painting will be done in the day that follows, assuming rain doesn’t delay it. Price for the powerwashing/painting to be $3,500 total, which was approved in the Dec. 2025 monthly meeting. Trustee Terri makes a motion to approve the bid for a second time, seconded by Trustee Osborne.
The board discussed the next steps after the walls are re-painted, including new plants/vegetation. Trustee Osborne/Morgado also discussed double checking the irrigation again to make sure it is no longer hitting the walls to prevent further stains. Trustee Cinquegrano offered to check it tomorrow morning with Trustee Osborne.
Trustee Terri discussed that the trimming of the Robellini trees to reduce blindspots when pulling out of the entrances. This was thought to have been done by Big League in the last monthly service. After some discussion, it was unclear if it had actually been done. This will be communicated to Big League again, if it in fact as not been done.

A motion was made by Trustee Osborne to approve all new business items. Trustee Cinquegrano seconded. The board unanimously approves.
A motion was made to adjourn by Trustee Osborne and seconded by Trustee Cinquegrano. The meeting was adjourned at 8:15pm.
