TARAWOOD Special Dependent Taxing District NO. 32
MEETING MINUTES
May 12th, 2026 – 3103 Tarabrook Dr, Tampa, FL 33618
Trustee Osborne called the regular meeting of the TSDTD to order at 7:37 P.M. Trustees attending included: Stoney Morgado, Bob Terri, James Plunkett, James Osborne, Daniel Cinquegrano, and Jim Carey. A quorum was obtained. Property owner Zoe E. emailed the district regarding the new plantings and saying that there may be a few plantings that weren’t getting enough water off the Ehrlich entrance. The board will contact S&B to come out and review the plantings just to confirm things are operating as planned and plants are getting adequate coverage.
SECRETARY’S REPORT:
Trustee Osborne read the meeting minutes from April 14th, 2026. A motion was made by Trustee Osborne to accept the minutes. Trustee Terri seconded.
TREASURER’S REPORT:
Trustee Cinquegrano provided a Treasurer’s report. Our account balance as of 4/1//2026 was $20,497.65 with an ending balance of $12,274.34 as of 4/30/26.
The following bills have been accrued since the last meeting and are presented for payment:
- $525.00 Big League lawn service (April Invoice)
- $250 Big League for trimming of Robellini Palms
- $43.38 TECO
- $6,640 to S&B Lawn Service for Irrigation conversion work and landscaping of entrances
- $1,394 Street Sweeping (2)
Trustee Cinquegrano made a motion to approve the above payments, seconded by Trustee Terri. The board unanimously approves.
OLD BUSINESS:
The representative from Brown & Brown insurance, Colleen Bailey, has reached out as our officer bonds have come up for annual renewal on 3/24/26. Trustee Osborne communicated to confirm renewal and invoices were forwarded for $300 total ($100 each officer).
Trustee Plunkett discussed communications with TECO regarding street lighting in the neighborhood. The board had requested about 5 additional street lights in the neighborhood. Trustee Cinquegrano/Terri met with the TECO engineer, Ben, on 3/31 to discuss our options of additional lampposts and/or upgrading lampposts from 53 W to 76 W based on our current electrical situation. Trustee Plunkett also provided a map of the neighborhood with “X” marks for suggested lamppost additions. After some discussions with TECO, it was determined that Hillsborough County approval would first be needed before any new lampposts could be installed. Trustee Plunkett received a contact with the county downtown office and left a voicemail and is waiting to hear back before the project can proceed.
The two bids were discussed for the entranceway irrigation and planting projects. The 1st bid received was from S&B Lawn Service for $14,280 and the 2nd bid received from Oasis Irrigation & Landscaping was for $11,999. Both bids were comparable with similar plantings, though S&B’s included 270 three gallon plants vs. Oasis’ 244. It was determined the $1,000 in Robellini tree trimming was not necessary and would be removed from S&B’s bid, bringing the total down to $13,280. Trees to be bid and trimmed out by our current lawn maintenance company instead at a later date. Given some familiarity with S&B from work in the neighborhood, and given the comparability of bids, S&B became the consensus for first selection. S&B to retrofit irrigation heads to drip irrigation, and to install plantings to include Podocarpus, Duranta, Loropetalum, and Azaleas. Trustee Morgado makes motion to approve payment for S&B and start work. Seconded by Tustee Terri. Trustee Osborne to contact S&B and schedule the project in coming weeks.
Trustee Terri discussed an idea for a postcard to be sent property owners with a notice about the monthly board meetings as there as been some confusion on when and where they occur. Terri to look into the process and cost and see if feasible for a mailer next month.
NEW BUSINESS:
Trustee Osborne updated the board that the work on the entrances for landscaping and Irrigation has been completed by S&B. There was an outstanding question regarding if enough mulch had been put down. After communication with S&B, they responded they only intended to mulch the appropriate amount for the new design. The board discussed and agreed coverage was adequate for now, and to see if grass fills in to the new edge of the mulch line. If determined at a later date more mulch is needed, a new bid will be requested.
Trustee Terri informed the board that Big League trimmed the entranceway Robellini palms and hauled away debris as part of the regularly scheduled monthly service trip. The additional cost to do so was $250 and payment requested. Trustee Terri makes motion to pay the $250. Seconded by Trustee Morgado. Trustee Terri also will inquire with Big League regarding monthly maintenance cost of new plantings at entrances.
Regarding the neighborhood lighting initiative, Trustee Plunkett received info from Edgar Villa, project coordinator of the Public Works Administration department with Hillsborough County in reference to the lamp posts in the neighborhood and was provided the following:
- A petition must be signed by the property owners, at least 70% must sign, or 74 owners.
- Once signatures collected, County will request plans from TECO, including an estimate of cost
- Petition must be signed by Oct. 1st. For public hearing in December.
The board has questions regarding how the petition is drafted and how the new lights are funded from the taxpayers on an annual basis. Trustee Plunkett to inquire further and report back.
Trustee Terri discussed the need for a return to pond maintenance and will contact A&B Aquatics regarding service.
Trustee Terri discussed the potential postcard mailer to the community after discussion with post office. The idea would be to have the community name on front, website, and pertinent community information. It should cost around $100 to mail, or $1/house. Terri requested board that board members send information to him that should be on the postcard and he will get it packaged up for mailing. Trustee Terri makes motion to approve payment for mailer for pre-approved amount of $100 (plus or minus $10-$20). Seconded by Trustee Plunkett.
Trustee Osborne informed the board that the FY27 budget package must be submitted to the County by July 13th. It was recommended we prepare the budget now and have the budget meeting immediately following the June 9th regularly scheduled meeting. Trustee Osborne makes motion to hold budget meeting on 6/9/26. Seconded by Trustee Cinquegrano. Trustee Osborne will place AD in TBT to advertise the meeting.
Potential FY27 budget ideas were discussed, outside of regular maintenance. Potential projects include:
- painting street light poles
- Adding a common area “community library box”
- Holiday lighting for entranceways
- Entranceway signage/box for community information
- Wall vine trimming along perimeter walls and/or planting of Podocarpus along walls
