TARAWOOD Special Dependent Taxing District NO. 32
MEETING MINUTES
July 14th, 2026 – 3103 Tarabrook Dr, Tampa, FL 33618
Trustee Osborne called the regular meeting of the TSDTD to order at 7:42 P.M. Trustees attending included: Bob Terri, James Plunkett, James Osborne, and Jim Carey. A quorum was not obtained. Property owner Clive Jaffe, as well as Mike and Abby McCloskey were in attendance. The McCloskey’s mentioned they would be willing to carry the monthly signage to the entrances once a month so the community is more aware of the monthly meetings, if the board desired.
SECRETARY’S REPORT:
Trustee Osborne read the meeting minutes from June 9th, 2026. A motion was made by Trustee Osborne to accept the minutes. Trustee Terri seconded.
TREASURER’S REPORT:
Trustee Cinquegrano provided a Treasurer’s report (via email as not in attendance). Our account balance as of 5/30/2026 was $4,814.34 with an ending balance of $4,478.15 as of 6/30/26.
The following bills have been accrued since the last meeting and are presented for payment:
- $525.00 Big League lawn service (June Invoice)
- $130.19 TECO (May/June 2 month invoice)
Trustee Osborne made a motion to approve the above payments, seconded by Trustee Terri. The board unanimously approves.
OLD BUSINESS:
Trustee Osborne contacted S&B regarding property owner Edgington’s comment of possible wilting of plants at the entrances. S&B returned to the community to investigate and informed the board all plants appear to be performing well and the irrigation system is operating as intended. Between the on/off rains and the shock period of new plants being established once planted, nothing seemed out of place. S&B to continue to monitor over next few months. A few plants at one of the entrances appeared to have been removed, so S&B replaced them.
Trustee Osborne informed the board that the TBT AD for the FY27 public budget meeting was placed in the newspaper on 5/24/2026 with affidavit received.
Trustee Plunkett informed board regarding the street lighting project. An engineer with Hills County confirmed that, if we proceed, the non-ad valorem lighting district line item on property taxes would increase to cover the cost. Also, the County would provide the District a petition for us to use, once the additional lights needed are confirmed with TECO. Petition would include a proposed annual cost increase. The County will follow up soon with an update. Trustee Plunkett to follow up as he has not heard back.
Regarding the repainting of the lightposts, Trustee Plunkett spoke to a rep at TECO, and was told they would get back to him on the procedure to do so. It doesn’t sound like there’s a procedure in place to do so, as this is not a typical request. The board will continue to follow up and seek out options for repainting of the faded lightposts.
Trustee Terri provided an updated quote from Big League now that new plantings are in. The quote includes an extra $160/month to keep the shrubs/plantings trimmed and robellini palms trimmed, so the new monthly total is $685/month. Trustee Plunket makes motion to approve the increased bid going forward. Seconded by trustee Morgado.
Trustee Terri informed board he has been in touch with our former pond maintenance company (A&B Aquatics) regarding a restart to service as the pond needs work. To follow up with quote at next regular meeting.
NEW BUSINESS:
Trustee Terri provided a pond maintenance quote from AllWater (new name for former A&B Aquatics company) bid at $450/month or $5,400/year. Includes monthly inspections, treatment/removal of nuisance vegetation and algae as deemed necessary. Our prior service with a different company was $625 quarterly. The board discussed options and how perhaps a one time shock/treatment of the pond might be a better option before restarting monthly or quarterly service, given the state of the pond. Trustee Terri to reach back out and inquire on a one time treatment price.
Trustee Osborne informed the board that the FY27 budget package was submitted to the County.
Street sweep was completed last week by our long time provider, Sutton Street Sweeping, as we needed it after the storm. The price has increased for dump fees. We are awaiting invoice from them for payment.
The board discussed the light pole on Tarabrook that was damaged from the storm, with the top half removed. The County has already been contacted and it is on the schedule for repair. It has been temporarily disconnected so there are no live wire issues.
Trustee Cinquegrano emailed the team on seeing plants directly installed in the path of the signage light at the Lake Magdalene/Taragrove entrance. As we are paying Big League now for monthly maintenance of the new plantings, it was discussed to have Big League look at it and potentially move the plants to a different area out of the way. Trustee Terri to contact.
Trustee Plunkett took pictures of all the lampposts and the numbers of the lampposts to provide to the County for the repainting project.

As there was not a quorum no new business items were voted upon or approved.
A motion was made to adjourn by Trustee Osborne and seconded by Trustee Terri. The meeting was adjourned at 8:34pm.
Respectfully Submitted,
James Osborne
Secretary
