TARAWOOD Special Dependent Taxing District NO. 32
MEETING MINUTES
September 8th, 2026 – 3103 Tarabrook Dr, Tampa, FL 33618
Trustee Osborne called the regular meeting of the TSDTD to order at 7:30 P.M. Trustees attending included: Stoney Morgado, Bob Terri, James Plunkett, Daniel Cinquegrano, James Osborne, and Jim Carey. A quorum was obtained. Property owner Ben Golson was in attendance and did not provide comment.
SECRETARY’S REPORT:
Trustee Osborne read the meeting minutes from August 11th, 2026, as well as from July 14th, 2026 as there was no quorum in the August meeting. A motion was made by Trustee Osborne to accept the minutes. Trustee Terri seconded.
TREASURER’S REPORT:
Trustee Cinquegrano provided a Treasurer’s report. Our account balance as of 8/1/2026 was $2,685.17 with an ending balance of $1,931.16 as of 8/31/26.
The following bills have been accrued since the last meeting and are presented for payment:
- $685.00 Big League lawn service (August Invoice)
- $69.01 TECO (August invoice)
Trustee Osborne made a motion to approve the above payments, seconded by Trustee Terri. The board unanimously approves.
OLD BUSINESS:
Trustee Osborne confirmed that the new plantings are blocking 3 floodlights so the signage is not receiving the appropriate light: West side of Ehrlich/Scarlett Dr., North side of Lake Mag/Taragrove Dr., corner of Lake Mag/Ehrlich. It appears 1 plant is blocking each light.
Trustee Plunkett spoke with TECO’s lighting Operations department who confirmed that TECO would not be responsible for studying and installing lights in the neighborhood given we are a tax district. TECO suggested we go through the County, which he warned was a “tedious” process. Trustee Plunkett to follow up with the contact at the County to continue exploring the lighting improvement project.
NEW BUSINESS:
Trustee Terri discussed having a meeting of property owners who live on the pond to see if someone else will take the lead on finding a new pond service provider. AllWater has been unresponsive after request for bid, as the board had requested one for one time clean up. Trustee Cinquegrano has a contact who may have a pond maintenance company we could look into.
Trustee Osborne makes motion to file an unaudited financial statement for the FY26 period, as allowable per the County, and to send a notification letter to the property owners (by Sept. 30th). Trustee Cinquegrano Seconds. Trustee Osborne will send a letter to property owners. There was some discussion regarding adding a notice regarding the 1 board vacancy into the letter as well.
It was confirmed that the signage lighting issue has been resolved, with plants relocated within the signage area to not block the flood lights.

A motion was made by Trustee Osborne to approve all new business items. Trustee Terri seconded. The board unanimously approves.
A motion was made to adjourn by Trustee Osborne and seconded by Trustee Terri. The meeting was adjourned at 8:20pm.
